Odisha FM unveils Budget for FY 2023-24

The State Finance Minister Niranjan Pujari on 24 February 2023 presented the annual budget for FY 2023-24 in the state assembly.

The Budget 2023-24 presented was estimated to the tune of Rs 2.3 lakh crore for the FY 2023-24. This is an increase of about 15 per cent compared to Rs 2 lakh crore in the last year’s budget 2022-23.

The allocation for the health budget has Rs 16,048 crore, an increase of 27% compared to 2022-23. The highest increase of 34% was marked in the Sports and the development of infrastructure facilities like roads, bridges, airports and railways with Rs 19,452 crore and Rs 1,217 crore being allocated to these sectors respectively. The Minister announced Rs 30,030 crore for education and skills and Rs 6,224 crore for Mission Shakti.

The details of sector wise allocation as follows:

  • Rs 16,048 crore for Health sector (27% increase)
  • Rs 30,030 crore for Education and Skills (10% increase)
  • Rs 38,437 crore for SCs and STs development (18% increase)
  • Rs 13,215 crore for Piped Water (58% increase)
  • Rs 24,829 crore for Agriculture & allied sector (21% increase)
  • Rs 680 crore for Tourism (15% increase)
  • Rs 19,452 crore for Roads, Bridges, Airports and Railways (34% increase)
  • Rs 1,217 crore for development of Sports (34% increase)
  • Rs 7,914 crore for Urban Development (9% increase)
  • Rs 356 crore for E & IT (18% increase)
  • Rs 6,224 crore for Mission Shakti, W&CD (12% increase)
  • Rs 219 crore for Handloom, Textiles & Handicrafts sector (8% increase)
  • Rs 1358 crore for Industries and MSME (7% increase)
  • Rs 8,130 crore for Internal security and justice (8% increase)
  • Rs 3,700 crore for Disaster Risk Management (13% increase)
  • Rs 7,300 crore for transfer to Local Bodies

Fund allocation for new initiatives:

  • Rs 2,000 crore: Revolving Fund for Paddy Procurement
  • Rs 750 crore: Ama Hospital
  • Rs 139 crore: Chief Minister’s Awards for Education
  • Rs 811 crore: Mukhyamantri Medhabi Chatra Protsahan
  • Rs 120 crore: Mukhyamantri Janajati Jeebika Mission
  • Rs 150 crore: Mukhyamantri Disaster Resilient Saline Embankment
  • Rs 100 crore: Location Accessible Multimodal Initiatives (LACCMI)
  • Rs 150 crore: Ama Bus Stand
  • Rs 50 crore: Mukhyamantri Kendu Leaf Welfare Fund
  • Rs 100 crore: for Promotion of Entrepreneurship for women SHGs
  • Rs 126 crore: Coffee Mission
  • Rs 250 crore: Chief Minister’s Energy Conservation Programme
  • Rs 1,446 crore: Chief Minister’s Power Development Programme
  • Rs 100 crore: for International Air Connectivity
  • Rs 50 crore: Odisha Renewable 15 Energy Development Fund
  • Rs 210 crore: Mukhyamantri 16 Maschya Jibi Kalyan Yojana
  • Rs 250 crore: Mukhyamantri Sampoorna Pushti Yojana
  • Rs 250 crore: Building for Van Surakshya Samiti
  • Rs 100 crore: NUA Odisha (Nutana Unnata Abhilasha)
  • Rs 50 crore: Mission Shakti Scooter Yojana
