Odisha Cabinet Approves 17 Key Proposals for State Development

The Odisha Cabinet, chaired by Chief Minister Naveen Patnaik, accorded approval to 17 key proposals from 11 various Departments. 

Among these proposals, three key decisions taken in the cabinet are related to Mission Shakti Scooter Yojana, approval of implementation of the new scheme i.e construction of building for Vana Surakshya Samiti (VSS) and interest subsidy/ Subvention to the Co-operative Banks/ PAACS relates to crop loan respectively. 

The proposals approved in the following departments: 

  • Approval to “Mission Shakti Scooter Yojana”  
  • Proposal for re-designation and restructuring of the Odisha Employment Service Cadre. 
  • Provision of funds for “Interest Subsidy/ Subvention to the Co-operative Banks/PACS for providing crop loan at 5 % interest to farmers” Scheme for 5 years from 2023-24 to 2027-28. 
  • Provision of Fund for Corpus Fund for Odisha State Cooperative Marketing Federation Ltd. 
  • Proposal for approval of the Annual Report of Honble Lokayukata, Odisha for the year 2022.  
  • Amendment of Combined Technical Services Recruitment Examination Rules, 2022. 
  • Amendment of Combined Graduate Level Recruitment Examination for Group-B and Group-C of different State Cadre Posts or Services Rules, 2022. 
  • Amendment of Combined Graduate Level Recruitment Examination for Group-B and Group-C Specialist Posts and Services Rules, 2022. 
  • Approval of the new scheme namely “Odisha Comprehensive Cancer Care Plan. 
  • Approval of the scheme “Canal Lining & System Rehabilitation Programme (CLSRP). The name of the scheme will now be “Mukhya Mantri Canal Lining Yojana” 

The ‘Mission Shakti Scooter Scheme’ was approved in the meeting to facilitate the transportation of EC members and working community support staff of the SHG Alliance. Eligible members can get interest-free bank loan up to Rs 1 lakh for the purchase of a scooter under this scheme. All interest will be borne by the state government. In addition, the state government has allocated a budget of Rs 528.55 crores in the next 5 years to implement the scheme. 

A ‘Canal Lining and System Rehabilitation Programme’ is being implemented to ensure irrigation facilities downstream of canals for agriculture. In view of various uses, the proposal has been approved for extending its period by 5 years from 2023-24 to 2027-28. The remaining 287.62 km of major and medium irrigation projects and the remaining 24.58 km of minor irrigation projects included in the 2nd phase of the plan will be completed. In addition, it is proposed to complete 660.28 km newly included in large and medium irrigation projects and 295.34 km included in minor irrigation projects.  

The cabinet sanctioned easy agricultural loans to improve agriculture and the lives of farmers in the state and sanctioned Rs.5,700 crore funds during 2023 to 2028 for providing financial assistance and interest concession to farmers through cooperative banks and PAX under short-term crop loan interest scheme. 

It also sanctioned Rs 500 crore for Markfed to encourage the farmers of the state towards agricultural diversification. Nearly 1 lakh farmers of the state will be benefited by procurement of non-farm produce from farmers at minimum subsidized prices for the next 5 years. 

The state cabinet approved a bid worth Rs 103.45 crore for widening & strengthening of Marshaghai-Jamboo road in Kendrapara district. The project, which will be completed in 21 months, will ensure better connectivity, reduce traffic and boost economic development. 

Odisha Cabinet approved a budget of Rs 1,001.14 crore for expansion of comprehensive care services across the state. A total of 11 comprehensive cancer units will be set up to provide cancer care nearer to the households of patients & reduce their out-of-pocket expenses.
